COMPLIANCE REQUIREMENTS FOR REAL ESTATE TAX COLLECTORS

PA state law has a number of basic requirements for Tax Collectors. These are statutory in nature and they are enforced by the Department of Community and Economic Development (DCED). Non-compliance means forfeiture of your ability to run for re-election as Tax Collector.

Please note:

  • Tax Collectors must have a Unique Tax Collector ID#, issued by the DCED. This number is used to track and report continuing education credits.
  • Tax Collectors must complete 2 credits of continuing educationper term. This professional training must be completed before the end of the third year of a Collector's term.
  • Credits can be obtained by attending at the Pennsylvania State Tax Collectors’ Association Annual Convention or a similar organization that includes an educational component.
  • The credits must be self-reported to the DCED to verify compliance.
  • The DCED will provide municipalities a copy of the renewed "Qualified" Tax Collector certificate.
  • A Tax Collector should keep the DCED apprised of any change in address, phone number, fax number, and email. Please make sure that these changes also are submitted to the PA State Tax Collectors Association.
  • All persons elected or appointed to collect real property taxes must comply with these requirements*.
